Puerto Rico to Consider Civil Unions

SAN JUAN, Puerto Rico (AP) - A proposed amendment to Puerto Rico's marriage code would allow civil unions for same-sex and heterosexual couples in the U.S. territory, a legislator said.

Under a draft version of the proposal, couples who have lived together more than three years could register their civil union, said Liza Fernandez, co-president of a legislative committee of the House of Representatives charged with updating the code.
